
Strengthening Expeditionary Medical Readiness Through Integrated Planning
When the Fleet needs expeditionary medical support, Navy Medicine must be able to determine which forces are available, ready, and supportable. Answering that question requires coordination across a complex environment where authority, personnel, equipment, training, resourcing, clinical support, and readiness oversight span multiple organizations.
ReefPoint Group recently supported a series of Operational Planning Teams (OPTs) designed to help Navy Medicine address these challenges and strengthen expeditionary force planning.
Turning Complex Requirements Into Actionable Tools
ReefPoint Group brought together expertise in Navy planning, project integration, operations, logistics, sustainment, training, Fleet readiness, and organizational planning to help stakeholders examine expeditionary medical requirements, identify gaps, clarify responsibilities, challenge assumptions, and maintain focus on operational requirements.
This work resulted in three practical planning and integration tools:
- EXMED Demand Signal Smart Sheet to support more consistent definition and communication of requirements
- Financial Planning Map to help clarify funding responsibilities across the planning process
- Integration Gap Analysis Tool to identify and elevate unresolved capability gaps
Together, these tools provided Navy Medicine and Fleet stakeholders with a consistent framework for navigating complex requirements and supporting data-informed decision-making.
Applying Structured Planning to Organizational Challenges
ReefPoint Group also supported an OPT focused on the command-and-control structures underlying recurring force-generation challenges.
ReefPoint Group facilitated a structured application of the Navy Planning Process while preserving government ownership of analysis and decisions. Participants established a common organizational baseline, developed three distinct courses of action, and tested each action through common wargaming scenarios.
The effort produced three wargamed organizational alternatives, a consolidated planning and risk record, and detailed documentation to support leadership review and data-driven decision-making.
