Building Trusted Data Foundations That Improve Veteran Services 

Federal agencies generate enormous amounts of data every day, but the value of that data depends on its quality, accessibility, and governance. When information is fragmented across dozens of systems, leaders face unnecessary barriers to making timely decisions, identifying trends, and delivering services efficiently. 

ReefPoint Group has partnered with the VA CDO to support many of these initiatives by helping design, build, and enhance trusted data products that strengthen decision-making, improve governance, and enable better outcomes for Veterans.

Within VA, Veteran data resides in many independent applications, making it difficult to establish a single, authoritative understanding of the Veteran population. 

To address this challenge, ReefPoint Group has supported the development and evolution of several enterprise data assets that consolidate, validate, and govern Veteran information within the National Center for Veterans Analysis and Statistics (NCVAS) data platform, a Palantir Foundry-based data platform developed specifically for VA. 

These efforts create standardized datasets that combine information from numerous source systems into governed data products that support enterprise analytics, reporting, operational planning, and research. Maintaining high-quality, reusable data allows decision makers to work from consistent information rather than reconciling conflicting records from multiple systems.

ReefPoint Group has helped the VA CDO develop and enhance enterprise data products that provide leaders with timely insights into Veteran populations, benefit utilization, healthcare trends, and demographic changes. These products support planning efforts across nearly every aspect of VA operations while providing researchers and program offices with validated, point-in-time datasets for longitudinal analysis. 

These capabilities have supported initiatives ranging from population forecasting and geographic reporting to automated data quality assessments that improve transparency and confidence in enterprise reporting. Standardized data pipelines and governance practices also reduce the time required to produce analytical products, allowing stakeholders to respond more quickly to evolving mission needs.

An important example is support for the Collective Veteran Authoritative Dataset (CVAD), an enterprise initiative designed to establish a shared, governed dataset of core Veteran information for analytics, operational planning, research, and policy development. Through collaboration with stakeholders across VA administrations and staff offices, ReefPoint Group has helped develop business rules, validate authoritative data elements, and establish repeatable governance processes that improve consistency across the enterprise.

For the PACT Act, ReefPoint Group contributed to the development of governed analytical assets that help identify eligible Veterans, improve reporting, and better understand the Veteran journey throughout the care and benefits process. These capabilities support faster eligibility assessments, improved resource planning, and more informed implementation decisions. 

For the Elizabeth Dole Act, ReefPoint Group has helped design a centralized enterprise datamart that integrates information across multiple program areas while promoting data reuse, standardized metrics, and consistent reporting. Bringing these data sources together enables stakeholders to answer complex analytical questions while reducing duplication and improving governance across the organization.

ReefPoint Group developed and continues to enhance the Paperwork Reduction Act Database Management System (PRA DBMS), a centralized solution built on Microsoft Power Platform that modernizes how VA manages Paperwork Reduction Act information collections. 

The platform automates workflows, improves visibility into approval processes, strengthens compliance, and provides leaders with real-time operational insights. By reducing administrative burden and increasing transparency, the system helps accelerate internal processes that ultimately support faster delivery of programs and services to Veterans.
